House Rules
I use the 3rd Edition Campaign setting of Ghostwalk to my world. I have adapted parts of it to fit my campaign. Ghost (Template)
Speed: When incorporeal a ghost can fly at a speed of 30 ft(good).
Ac: When Incorporeal Ghosts gain a deflection bonus to AC equal to its CHA mod(always at least +1)
Attacks:Ghosts cannot affect material creatures, although some feats allow some ghosts to Manifest fully...Make them Material and use weapons and such.
SQ:Low-light vision; Disembodied Soul: Allows a ghost to merge with its body it. If it is present; No Discernable Anatomy:Immune to Criticals, sneak attacks, or bonuses such as the Rangers favored enemy; Ectoplasmic body: Ghosts cannot become fatigued or exhausted. Incorporeal: Ghosts have all the benefits and drawbacks of incorporeality as described in the DMG. Sense Physical Body:Ghost can make intuit direction check(DC 15) to determine the general direction of its body. Ghost Weakness: If a ghost is hit by a sneak attack, or Critical hit from a silver weapon must make a Fortitude save of 15, or be stunned for 1 round. Abilites: Retains all ability scores of when it was alive, but it has no STR score when incorporeal. Skills: +4 hide. Challenge Rating:+1. Advancement:by character class.

Other House Rules...
One of many House Rules I will be adding, is the usage of Action Points. Action Points were added when the Eberron Campaign setting came out, the rules are simple, You may spend an action point to alter the result of a 20 roll, such as, but is not limited to an attack roll, a skill check, an ability check, and a saving throw. When you use an action point you add the result of 1d6 to your d20 roll. You can only use an action point 1 once per round. When a character reaches 8th lvl or higher, they can roll 2d6 and take the best result, and add that to their d20 roll.
